According to Pavan Verma, the Modi government used a World Bank loan of about ₹14,000 crore in a way it was not supposed to be used. He said ₹14,000 crore, which was supposedly meant for some other development project, was taken from a ₹21,000-crore World Bank loan. This money, he alleged, was distributed to 1.25 crore women voters in Bihar right before the election, under the Mukhyamantri Mahila Rojgar Yojana (each woman reportedly got ₹10,000).
He says these funds were originally meant for “some other project” — not for election-related spending.
